It's short for European Telecommunications Standards Institute. A European organisation founded in 1988 and is responsible for the establishment of technical standards of telecommunications. It produces standards European telecommunications (ETS) for its members, which consists of network operators, the PTT manufacturers, users and research institutes. Some of these functions to be performed by the Commission of the European positions and the Telegraph. ETSI is a function similar to the International Telecommunication Union.
